MAIN COURT ROOM – SECOND FLOOR OF THE COURTHOUSE

The Public Hearing opened at 5:30 p.m. on a motion made by Councilman Beasley, seconded by Councilman Addison. Chairman Windham called for the vote, and motion carried. All voted in favor.

  1. TEXT AMENDMENT TO THE LEE COUNTY ZONING ORDINANCE TO APPROVE AND ADD SECTION 2-21-4 “OUTDOOR SHOOTING RANGE” AS A NEW USE AND TO BE PERMITTED IN THE RURAL DISTRICT AS A SPECIAL EXCEPTION

Mr. Watkins said these were two separate public hearings and Council would be voting on two separate sections of Zoning Ordinance. He said the first was within the Zoning Ordinance and would be permitted by special exception.  He said anyone wanting to do this would have to go before the Board of Zoning Appeals.  He said that if someone wants to put in a gun range, it would be done by Special Exception and said that a gun range can be a permitted use.  This would create a classification within the Zoning Ordinance.

There was no public comment from the audience.

  1. TEXT AMENDMENT TO THE LEE COUNTY ZONING ORDINANCE OF ARTICLE 7, SUPPLEMENTARY DISTRICT REGULATION WITH A NEW SECTION, “SECTION 7-34 OUTDOOR SHOOTING RANGE, WITH GUIDELINES

Mr. Watkins read the guidelines associated with the amendment. He said anyone who applies will hage to meet those guidelines.  (See attachment)

Mr. Watkins said the Board of Zoning Appeals would review these. He said the property would have to be posted so the neighbors would know about it.

Public Comment:

Frank Millican – has many concerns about the Gun Range. Submitted it in writing.

Councilperson Caughman asked about the property. She asked that after Council approved and wanted to file a request they would have to appear before Board of Zoning Appeals.

Mr. Watkins said this protects the neighbors and allows people to do what they want. He said that it would be a case by case basis.

Councilman Addison asked if this was going to be an open gun range. Mr. Watkins said yes

The public hearing was closed at 5:45 p.m. on a motion made by Councilman Beasley, seconded by Councilman Addison. Chairman Windham called for the vote, and motion carried.  All voted in favor.

  1. ORDINANCE SUMMONS PROCEDURE FOR COUNTY CODE ENFORCEMENT

Mr. Watkins said that this is in reference to the Zoning rules and regulations. He said that currently, if the department had a violation and went to enforce it, they could only issue a courtesy summons.

After our local magistrate talked to Columbia officials, we had to issue a bench warrant, have the person booked and then come back to court. The county felt this was pretty extensive.

Mr. Watkins said there is a code law statute that allows the county to appoint a codes enforcement officer to write tickets to individuals based on zoning violations. This would also apply to hospitality and accommodations tax.

Mr. Watkins said that he would be the one to appoint a Codes Enforcement Officer.

Public Comment:

There was no public comment.

The public hearing was closed at 5:50 p.m. on a motion made by Councilman Beasley, seconded by Councilperson Caughman. Chairman Windham called for the vote, and motion carried.  All voted in favor.

The agenda was approved as mailed on a motion made by Councilperson Josey, seconded by Councilperson Caughman. Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON ADOPTION OF MINUTES FROM REGULAR MEETING OF NOVEMBER 10, 2016 AND CALLED MEETING OF NOVEMBER 17, 2016

The minutes from the regular meeting of November 10, 2016 and called meeting of November 17, 2016 were approved on a motion made by Councilman Fountain, seconded by Councilman Addison. Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON ADOPTION OF FIRST READING APPROVAL OF ORDINANCE

  1. FEE IN LIEU AGREEMENT BETWEEN LEE COUNTY AND PROJECT COCO

Mr. Watkins said that he had received a request from an existing industry that is planning to do a $4 million expansion. This expansion would include nine jobs.  He said that this agreement would authorize a resolution for a FILO, which are tax incentives and would cut taxes from 10.5% to 6% for 30 years and an SSRC, which is an abatement of a portion of taxes.

Mr. Watkins said this would authorize certain tax incentives to invest $14 million with nine new jobs over a three year period and jobs in 2017.

Mr. Watkins said this ordinance is in name only and the pertinent information would follow for second reading.

Councilman Beasley made the motion to approve the FILO Agreement between Lee County and Project Coco for first reading. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

INDUCEMENT RESOLUTION PROVIDING FOR FEE IN LIEU OF TAX AGREEMENT BETWEEN LEE COUNTY AND PROJECT COCO

Mr. Watkins said this would be a Resolution with a FILO for 30 years with $14 million investment and nine new jobs. He said the investment dollars will come over 3-5 years and jobs will be in 2017.  He said they have to do the full $14 million in order to get the tax breaks.

Councilperson Caughman made the motion to approve the Inducement Resolution and Councilman Fountain seconded the motion. Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON THIRD READING APPROVAL OF ORDINANCE

Mr. Watkins said that ordinance gave the authorization to approve a Codes Enforcement Officer to write tickets if someone is in violation of Zoning Ordinance rather than have a bench warrant issued.

Councilperson Josey made the motion to approve for third and final reading. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

DISCUSSION WITH DELEGATION REGARDING UPCOMING LEGISLATIVE SESSION

Mr. Will Wheeler was present. Senator McElveen had a prior commitment and Senator Malloy was not present.

Mr. Wheeler said that he is proud to say that good things are going on and was working on two bills to introduce.

He said that as far as Local Government Fund, he said that roads are important and there are a number of priorities that our state will be reviewed.

Mr. Wheeler said that the Magistrate appointment was with the senators. He said that appointment was exclusively theirs to make.  Mr. Watkins said the County has had a full time opening since 2010, and currently, the county has three part time magistrates.

Mr. Watkins said employees are hired by Chief Magistrate and the county is responsible for paying those employees.

Ashwood Lake – Mr. Wheeler said that he called Col. Taylor, Chief of DNR.  He said they last spoke in August or end of July and he said that everything was lined up for FEMA to come in and fix dam.

PRT funds – Mr. Watkins said there is $23-25,000 allotment every year and the County has three years to spend it. Mr. Watkins said he will send out a letter next week………

Office area – Mr. Wheeler thanked the Council for the office space. He said it will be a benefit to the public and said he will take some staff from his office and have there for set hours.

COMMITTEE REPORTS

  1. HEALTH, EDUCATION & WELFARE

Councilperson Josey said the Farmers Market in Lynchburg opened on November 16. She said the Farmers Market was opened in Bishopville on Friday and Saturday from 8:30 – 1:30.  She also reported that the Job Fair for the Crowne Industries was very successful.

  1. PLANNING, TAXES & PERSONNEL

Councilman Beasley said that he had no meetings. He did mention the County had a Thanksgiving Dinner for the employees.  He said the County also hosted retirement receptions for Grady Brown and Catherine Harris and James Davis.

  1. BUILDINGS, LAND & PROPERTY

Councilman Eckley not here.

Mr. Watkins said he talked with Tom Drayton regarding Docs Drive. He said that there is a storm water drainage issue that will require an engineering study that will cost around $19,000.  Mr. Drayton authorized these funds by drawn down from C funds.  He said if it is approved, then we will authorize the engineer to do it and then it will be put out for bid.

  1. PUBLIC SAFETY

Councilperson Caughman said there were no committee meetings. She reported that the wrecked fire truck was back on the road.

Mr. Watkins said that 10,000 cubic yards of debris had been picked up, and the deadline for pickup was Monday. They still have to grind the debris.

  1. RECREATION AND PUBLIC RELATIONS

Councilman Addison said there were no meetings. He said that the Transportation Committee made a report at the last meeting.

ADMINISTRATOR’S REPORT

In reference to the alcohol Sunday sales ,Mr. Watkins said that he had talked to DOR and they said to check the website to see if Lee County had been posted. He said that businesses will have to contact DOR.  There is a fee to change sale days to seven days.

Project Tide – There will be another job fair. He said they were holding a job fair as a requirement to get the industry to locate here. They want 800-1000 resumes between Lee and Sumter.  There were 410 in Lee County.  He said hopefully they will announce soon.  He said the wanted to open in 2017, with 150 full time jobs with benefits, with $12-13 million investment.

PUBLIC COMMENT

Bettie Toney asked if the County could benefit from having our own jail, as opposed to being with Sumter. She also asked if this company could use an existing building. Mr. Watkins responded that they were going to use the spec building and retrofit .

OPEN MEETING AND INVOCATION

 Chairman Windham opened the meeting and welcomed everyone. Councilman Beasley gave the invocation.

REQUEST FOR MOTION ON ADOPTION OF RECOMMENDED AGENDA

 Councilman Beasley made the motion to approve the agenda as mailed. Councilman Fountain seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON ADOPTION OF RESOLUTION DECLARING THE RESULTS OF REFERENDUM OF SUNDAY ALCOLHOL SALES IN LEE COUNTY

Mr. Watkins said that as soon as all of the information was sent to Department of Revenue, the process of sales would begin, as there was no set date.

Mr. Watkins said that the question was placed on the ballot to let the voters of the county and both municipalities decide whether to allow Sunday alcohol sales. Both municipalities agreed they were in agreement with the results.

The referendum would allow alcohol to be sold by the pour or glass in restaurants or container as sold in grocery store or convenience store. The number in favor of the sale of alcohol on Sundays was 4,448 and the number against it was 2,928.

The County will send all information to Department of Revenue. Mr. Watkins said that liquor stores are not open on Sunday and citizens would only buy beer and wine on Sunday.

Councilman Beasley made the motion to approve the Resolution declaring the results of Referendum of Sunday Alcohol sales in Lee County. Councilman Fountain seconded the motion.  Chairman Windham called for the vote, and motion carried. All voted in favor.

ACCEPTANCE OF GRANT AWARD FOR $76,250 FROM DEPARTMENT OF COMMERCE FOR THE JAMES INDUSTRIAL PARK RECERTIFICATION

Mr. Watkins said that over the last 12-18 months, the county has been going through the recertification process in the parks, which has to be done every five years.

If a project comes to the table and wants to locate in the park, all prior paperwork has to be done. He said this is an economic development tool, in which Department of Commerce reimburses a majority of the cost.  He said the cost is approximately $95,000 and Department of Commerce reimburses $76,250.

Mr. Watkins said that basically it’s an agreement between Lee County and the Department of Commerce that we have done our part in the recertification and they are reimbursing us. He said this was for James Industrial Park.  He also said that if the park is not certified ready, Department of Commerce cannot show it.

Councilman Fountain made the motion to approve the resolution. Councilman Addison seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON SECOND READING APPROVAL OF ORDINANCE

  1. ORDINANCE SUMMONS PROCEDURE FOR COUNTY CODE ENFORCEMENT

Mr. Watkins said at this time if the County has someone who is in violation of an ordinance, the only thing the County can do now is to issue a bench warrant. After checking with the Court administration, it is possible to put in codes enforcement officer and that person can write tickets for the purpose of adhering to the ordinance.  This does not change the zoning in any way, it is just a way to enforce the codes violations.

Councilman Beasley made the motion to approve for second reading. Councilman Fountain seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON THIRD READING APPROVAL OF ORDINANCE

  1. LEASE PURCHASE OF MOTOR GRADER

Mr. Watkins said the County has a motor grader they have had on lease purchase for five years. He said they now have the option of selling that one and making balloon payment and entering into a new agreement to purchase another one on a lease purchase for another five years. He said the old one is worth $25,000 and we could pay off the payment and still net $20-25,000.  He also added that the cost for the new motor grader would come from the road maintenance fee and would be around $2500 per month.

Councilman Beasley made the motion to approve for third and final reading. Councilman Fountain seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

 Chairman Windham said that an Executive Session needed to be added after public comment. The Executive Session will be on an Economic Development matter, in which the Council will be updated on Project Tide.

Vice-Chairman Eckley made the motion to approve the agenda with the addition of Executive Session. Councilperson Josey seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON ADOPTION OF MINUTES FROM REGULAR MEETING OF OCTOBER 14, 2016

 Councilman Fountain made the motion to approve the minutes from October 14, 2016. Councilman Beasley seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON ADOPTION OF FIRST READING APPROVAL OF ORDINANCE

  1. ORDINANCE SUMMONS PROCEDURE FOR COUNTY CODE ENFORCEMENT

Mr. Watkins said that Council could review the attached overview. He said that it had come to his attention through some recent happenings that the county cannot issue courtesy summons for certain offenses.  He said the only they could do would be to issue a bench warrant for their arrest and set a court date.  We are establishing this procedure to enforce this summons by magistrate court.

Mr. Watkins said that we are not issuing bench warrants. He said the codes enforcement person can issue a summons to enforce the code.

Councilperson Josey made the motion to approve for first reading. Vice-Chairman Eckley seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor. He said the Council would have to have three readings and a public hearing.

REQUEST FOR MOTION ON THIRD READING APPPROVAL OF ORDINANCE

  1. CONTRACT BETWEEN LEE COUNTY SHERIFF’S OFFICE AND PEE DEE MATCH, SCIENCE AND TECHNOLOGY ACADEMY

Mr. Watkins said that this would allow the Sheriff to place a resource officer at the school, and they would be responsible for this position. He said that proceeds would have to come through finance department and position would be paid for by the school.

Councilperson Josey made the motion to approve for third and final reading. Vice-Chairman Eckley seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

RESOLUTION APPROVING THE CITY/COUNTY COMPLEX AS AN OFFICE SPACE FOR LEGISLATIVE DELEGATION

Mr. Watkins said that he had received a letter from Will Wheeler regarding office space. He said that counties are supposed to work with the delegation, and he said that the County and the City would be providing an office space for Representative Wheeler to meet with people.  Mr. Watkins said that this office would be open possibly a few hours a week with a staff person on site.  He said that one of the offices would be dedicated to him only and would be locked at all times.

Mr. Watkins said he spoke to Gregg McCutchen and he polled his council and they are in support of providing office space to Representative Wheeler.

Mr. Watkins said that he has not previously had this specific request.

Vice-Chairman Eckley made the motion to approve the resolution approving the City/County Complex as an office space for legislative delegation.

Councilperson Josey said that on November 16, the Farm Garden Market will be open in Lynchburg.

  1. PLANNING, TAXES & PERSONNEL

Councilman Beasley said that he had no meetings. He said that in regards to the storms, he wanted to commend Mr. Watkins and staff for the great job they did.  Councilman Beasley said that tax notices had been mailed out, and there was a decrease in taxes on the county side.

  1. BUILDINGS, LAND & PROPERTY

Vice-Chairman Eckley said that repairs are still in progress on the Ashwood Gym. He said the ceiling has been replaced and the foundations looks great and is still being worked on.

He also reported that James Industrial Park has been recertified and the County is being refunded by the state, which is an advantage to us.

Chairman Windham asked Mr. Watkins about the status on the Parks and Rec office building. Mr. Watkins said that a large tree fell on previous Parks and Rec office and that a claim had been filed with the State Insurance Reserve Fund and was waiting on the adjustor to come.

Chairman Windham also commented that the roof on the Voters Registration Building had been replaced with a metal roof, which looks great, and said the State Reserve Fund helped fund that project.

Mr. Watkins also updated everyone on the Animal Shelter and said that the electric and plumbing was complete. He said there was a little bit of painting that needs to be done.

He said the second part of the USDA grant of $50,000 will be used for fencing, but will wait until everything is done.

  1. PUBLIC SAFETY

Councilperson Caughman not present. Mr. Watkins said the County had a Memorandum of Agreement with the state to pick up trees and limb debris.  He said that if limb debris was put on the right of way, it would be picked up by debris removal company.

Mr. Watkins said FEMA would pay 75% of debris removal and the county would be responsible for 25%.

Councilperson Josey said she had received calls about the trees being removed in the Lynchburg Park. Mr. Watkins said he had checked into this and said we are waiting to see if FEMA is going to be able to do it, since it is a county park.  He said that if it is denied, the county will have to remove it.

  1. RECREATION AND PUBLIC RELATIONS

Councilman Addison not here.

Thaddeus Dickey said that the claims adjustor from Insurance Reserve came Monday and the process has started for the claim on the roof of the office building at old High School.

He said they had finished football and was getting ready for spring sports.

Lottie Jones was present and gave an update to the Council on transportation. She thanked the Council for their support.  She said that services are good and said that 170 trips per month have taken place from October 2015 through December 2015.  She said that 583 trips were made between January, 2016 through October 2016.

Ms. Jones said the shelters are up and bus stops signs are up. She said the cost of this was $92,873 and the county’s portion was $18,519. She said that federal money paid for the remainder. She said of that money, 60% was labor and 40% was material.

Ms. Jones also commented that Betty Scotte was nominated for the 2016 Rural Mobility Champion Award and selected at a conference in Asheville, North Carolina on October 3.

Chairman Windham said he spoke to her about attending today so she could be recognized, but she did not feel up to it.

  1. ADMINISTRATOR’S REPORT

Mr. Watkins said the state has received federal funds and those funds are being dispersed. He said that the mobile intake center is in Lynchburg today and anybody can go and apply for home repair from flood in October, 2015.

He said the Sunday alcohol sales was approved by 60%, and we are in the process of putting that in place. He said once the ballot is certified, we will follow up with a meeting and approve the resolution to send to Department of Revenue.

Mr. Watkins said that overall, the election went well.

Mr. Watkins said the Sheriff asked the Council to approve this contract. He said this would provide a resource officer for the school.  Mr. Watkins said they would pay for nine months of the contract at $29,143.95 and the contract stipulates what the duties are.

Mr. Watkins said this was a contract between the Lee County School District and the Sheriff’s Office. He said the salaries would be different because the pay is based on the officers’ rank.  He said the contract is for nine months, and the school district would pay the salaries and fringe benefits.

Councilman Beasley made the motion to approve for second reading. Vice-Chairman Eckley seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

  1. LEASE PURCHASE AGREEMENT WITH CATERPILLAR FOR PURCHASE OF MOTOR GRADER

Mr. Watkins said the County purchased a motor grader in 2011, and the five year lease is up in December. He said the County has the option to sell it and make the payment of $95,000 and net about $25-30,000 and roll that into another five years lease purchase.

Mr. Watkins said the money from the vehicles taxes and road maintenance fee would go to pay for the motor grader.

Vice-Chairman Eckley made the motion to approve for second reading. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried. All voted in favor.

Chairman Windham said that Dr. Tim Hardee is leaving Central Carolina Technical College and is being appointed as head of the technical colleges in the state. The council is invited to a drop in honoring him.

Councilman Beasley said that his committee did not have any meetings. He did mention that he read an article in the paper in reference to the community building which said that funds were overspent, and he had some questions about it.

Mr. Watkins said that there were many factual inaccuracies concerning the capital penny projects. He said the projects were determined by the commission and approximately $500,000 was allocated for this project.  He also said that Ruby Gibbs had $237,656 on hand that she obtained through a grant and then there was $220,000 from hospitality taxes, which in all, totaled over $900,000, which came from three separate sources.  Mr. Watkins said there was no overspending, and the project came in within the budget.

Vice-Chairman Eckley said that Voter Registration building has a new roof on it.

  1. PUBLIC SAFETY

Councilperson Caughman said that everyone had been busy with the aftermath of the hurricane. She said that everyone worked together very well together.  She also reported that the county had opened the shelter and was happy to report that there had not been any injuries.

Mr. Watkins said that he, Dwayne, Mike and Brandon met twice a day during the days following the hurricane. He said that the court house was closed by an executive order given by Governor Haley prior to the storm and reopened Wednesday. He also said that Public Works worked with SCDOT all day Saturday and Sunday.

He said that E911 received 1200 calls and responded to 602 calls, of which 181 were weather related.

Mr. Watkins said that Clarence Caudill, the county assessor, has already done an initial residential claim assessment of approximately $500,000 of 92 structures.

He said that the County will be doing debris removal over the next few weeks.

Mr. Watkins said that the total assessment of damage was $600,000-650,000 on the individual side and and public side. He said that this would work with our numbers on a 75/25 reimbursement.  He said that the County has met with FEMA and has not been declared on individual assistance side.

Mr. Watkins said the only road that is still not drivable is Joe Atkinson Road.

He said that the County has had discussions with SCDOT and will move forward with Memorandum of Agreement to execute contract with a third party in which citizens can put debris on right of way and they will pick up. Any debris that is brought to the road within 10-15 feet of right of way can have it picked it up by the state.

Mr. Watkins said the County has already established debris sites.

Mr. Watkins said he had talked with Senator McElveen about insuring the county would be eligible for assistance and based on LMI form and number of families that do not carry insurance on their homes.

Mr. Watkins said that DSS will only be doing replacement food stamp benefits, only if you currently get food stamps and you will have to go to DSS office and show proof that you didn’t have power.

Councilperson Caughman thanked Mr. Watkins for the great job he did.

Mr. Watkins also said the shelter did open Friday and closed Sunday and had about 18 people.

Chairman Windham said that on October 24, 2016 at 8:00, the Greater Bishopville Committee will meet at the Cotton Museum. He said this would be an information meeting and was by invitation only.

He also mentioned that a reception was being held on October 27 to honor Grady Brown. Chairman Windham also mentioned that a reception would be held for Catherine Harris and James Davis toward the end of the year.

 

Mr. Watkins said that he met with Randall Byrd on the Animal Shelter, and it is 90% complete.

Mr. Watkins said that the ceiling on the Ashwood School should be finished by the reunion and the floor.

Mr. Watkins gave a status report on Ashwood Lake. He said that the school district gave DNR a lease to operate Lake.  He said that FEMA requires owner to pay 25% and there has been back and forth between DNR, the school district and FEMA regarding the assistance to repair lake.

PRESENTATION OF PLAQUE TO ANUJ PATEL, OWNER OF COUNTRY BOYS CONVENIENCE STORE

 Chairman Windham introduced Mr. Patel and presented the plaque to him and thanked him for his support of the Fire Department.

Councilman Beasley said that he appreciated everything that Mr. Patel had done, and Councilperson Caughman thanked him for the great job that he does.

APPROVAL OF ACCEPTANCE OF BID OF AMBULANCE PURCHASE

 Mr. Watkins said that he met with Public Safety about two weeks ago, and they reviewed two bids. The first one was for $109,454 from SSV out of West Jeffords, NC, but the bid was incomplete and did not include the cost of the unit.  The second bid was for $118,898, with a media box, from First Class Emergency Vehicle out of Monroe NC.  Mr. Watkins said the first bid was for less money but was incomplete at the time of submittal.  The Public Safety Committee recommended that the County go with First Class in Monroe, NC. For $118,898.  They said that with this particular model, the boxes could be remounted in the future, if need be.

Councilperson Caughman made the motion to approve the bid of $118,898 to purchase the ambulance from First Class Emergency out of Monroe, NC. Vice-Chairman Eckley seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON ADOPTION OF FIRST READING APPROVAL OF ORDINANCE

 CONTRACT BETWEEN LEE COUNTY SHERIFF’S OFFICE AND PEE DEE MATH, SCIENCE AND TECHNOLOGY ACADEMY

The Sheriff’s Office will have a presence in this school and the Pee Dee Math, Science and Technology Academy will refund the money back to the County for the cost to have those personnel in the school.

Councilman Beasley made the motion to approve the contract between the Lee County Sheriff’s Office and Pee Dee Math, Science and Technology Academy. Vice-Chairman Eckley seconded it.  Chairman Windham called for the vote, and motion carried. All voted in favor.

Mr. Watkins reviewed the contract and said that Dr. Andrews met with the Sheriff’s Office regarding this contract and agrees with it. Mr. Watkins did note that some of the pay amounts are different and the reason is for the specific officers that will be in different locations.

Councilperson Caughman asked how many officers would be at each location. Mr. Watkins said there would be one at the high school and one at the middle school.

LEASE PURCHASE AGREEMENT WITH CATERPILLAR FOR PURCHASE OF MOTOR GRADER

Mr. Watkins reviewed the lease information on the current motor grader that is coming up and reviewed the options that the County has available. He said that the County needed to decide

on whether to make the balloon payment of $95,200 due in December and purchase outright the current machine which we would continue to use or sell the current machine.

Mr. Watkins said that he recommended doing a new 5 year lease agreement, which would be funded through the $15 monthly road maintenance fee. He said the motor grader would be purchase through state contract.  He said that the current motor grader should have a trade in value of $100,000.  Mr. Watkins said the County could satisfy the balloon payment and have $5000 left over, and the County could try to sell the current motor grader.

Councilman Beasley made the motion to do a new 5 year lease agreement and satisfy the balloon payment. Vice-Chairman Eckley seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

RESOLUTION IN SUPPORT OF TRANSPORTATION OPTIONS FOR THE STATE OF SOUTH CAROLINA FOR ENHANCED RAIL PASSENGER SERVICE

 Mr. Watkins said that he thought it was a good idea to explore new options for transportation, including rail.

Councilperson Caughman made the motion to approve the resolution in support of transportation options for the state of South Carolina. Councilman Addison seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

Councilperson Josey recognized Debbie Tindal but she did not have a report.

Dr. Wanda Andrews said that the school had a smooth opening and things are going well. She said that the football team is doing great.  She also commented that the children are learning new languages.

Councilman Beasley said that his committee did not have any meetings. He did say that his committee was looking into employee sick leave and vacation time in regards to carrying over so much and letting employees take leftover time and put into a pool.

Vice-Chairman Eckley reported that there had been damage on two roofs on county buildings. He said the roof on the EOC building had been replaced and the roof on the Voter Registration building would be replaced with a metal roof.

Councilperson Caughman said she was glad the County was going to be able to purchase another ambulance.

Tim DuBose thanked the Committee and Council for their approval to purchase new ambulance. He said that EMS ran over 430 calls and they were currently community events.  He said they were fully staffed with 11 paramedics, and four EMTS ready to test for next level.

Mike Bedenbaugh said they were still doing a smoke alarm blitz and said they have given out

2,200 smoke alarms. He said they were still putting up street signs in place of the ones that had been destroyed or stolen.

Councilperson Caughman said this is a well-run department. Chairman Windham said that Lee County is very fortunate to have the quality of personnel that we have for the small county we are.

  1. RECREATION AND PUBLIC RELATIONS

Councilman Addison said that county personnel are not at the rural parks in the county every day and asked that if anyone saw any trash, if they could pick up and help keep our county parks clean.

Thaddeus Dickey was not present to give a report. Councilman Addison said he hoped to have his written report in front of him in the future.

Councilman Addison said that the Transportation Committee did have a show of appreciation dinner and gave plaques to Ann August, Eloise Johnson, Billy Tention, Lottie Jones, Travis Windham and Alan Watkins and also the Mayor.

Councilman Addison also said there is a new physician at Care South.

Councilman Fountain said that his committee had not met and all departments were staying within their budget.

PUBLIC COMMENT

Pat Carter asked what rail system was discussed in the meeting. Mr. Watkins said that this was a resolution of support for a rail system in the state.  He also mentioned that a rail system would be great in obtaining economic development.

James Brailsford thanked EMS and Fire for the great job they do. He thanked them for the presence they have in the Woodrow and Spring Hill communities.

Gloria Lewis commented she was denied the ride as a passenger on an ambulance when her husband was sick. She asked Tim DuBose if that was still the policy and if so, if they could revisit it.

James Stuckey asked how he could get some dirt delivered to his property. Chairman Windham said that the County was not allowed to deliver dirt on private property. He said the County was not able to use public funds to enhance private property.

Chairman Windham told Mr. Stuckey that he could contact DOT office and put his name down and possibly bring dirt to your premises.

Councilperson Caughman said she talked to DOT and said that if you see trucks in your area, you could talk to them and they have forms in their trucks to do work orders.

Meoceania Wells – said she is a business owner and asked what the County was doing to help small businesses and help them thrive.

Robert Brown – asked Mike Bedenbaugh how is it decided how the smoke alarms are distributed. Mike Bedenbaugh answered they normally just do communities at a time.

Gloria Lewis – asked how dilapidated houses are handled in the county. She said she has been to the City.  Basically wanted to know what the County Council going to do to help with beautification and help the City resolve this problem.

Chairman Windham said there had been recent grant monies available through Santee Lynches COG, namely, $5 million, which only applied to municipalities. City of Bishopville did not apply.  He said there was no cost and no match.  He said that Sumter did apply and already torn down 100 houses in Sumter.  He said the program would allow up to $35,000 on each piece of property, which included buying dirt and cleanup.

Councilman Addison said that he needed to get some clarification on this matter.

Gloria Lewis asked if the two councils were working together on this matter. She said she paid city and county taxes and thought they should be a part of the solution.  Chairman Windham said that she would have to address this with the City and that each council stands on their own.

Frank Millican – said that Santee Lynches COG holds public hearings on needs assessments and no one from the County is never there.

Councilman Addison asked about trash boxes on private property and Mr. Watkins said that trash box containers cannot go on private property.

Chairman Windham read the letter from Councilman Fountain recusing himself from the discussion and any votes taken by Council regarding this matter.  Councilman Fountain then took a seat in the audience until the Public Hearing was closed.

Mr. Watkins said that on July 15, Chairman Windham received letter from the Chamber of Commerce regarding the sale of alcohol on Sunday, and he proceeded to read the letter.

He read the proposed ordinance which would allow the sale of alcohol in restaurants by the pour and beer and wine in grocery stores and convenience stores. He said that several surrounding counties are already doing it.  He read how the question would be on the ballot in the November 8 election and explained that this would need to on the ballot in even years, and it would be another two years if not done now.

He said that the Council would have two more readings and a public hearing prior to approval.  Councilman Beasley asked if this was for rifles, and Mr. Watkins said that it does not stipulate.  Councilperson Josey asked what type of weapons they can use.

Mr. Watkins said this was for purchasing extraction equipment in accidents. He said that money from third party insurance companies would cover some reimbursements.  He said that the Fire Department wanted to update equipment.  Mr. Watkins said that it was a total of $25,000.

  1. LEASE PURCHASE FINANCING FOR MOTOROLA RADIOS FOR SHERIFFS OFFICE

Mr. Watkins said this was replacing a series of radios that the Sheriff got after 9/11. He said they were out of date, and as of March, 2017, they would not be operable and the software for them would not be available.  Mr. Watkins said the total cost would be $76,000 and would be paid through a three year lease. He said that with this radio purchase, all public safety radios would be up to standard.

  1. RENEWAL OF LEASE BETWEEN LEE COUNTY AND SANTEE WATEREE COMMUNITY MENTAL HEALTH CENTER

Mr. Watkins said this is a yearly update to a lease that the County has had for a number of years. He said the County has waived the rent since 2010 and would continue to do so.  Chairman Windham said the County decided to waive the rent so that the offices here would not have to close.  He also stated that Representative Brown obtained some money for repairs to the building, which should be available in October.

COMMITTEE REPORTS

  1. HEALTH, EDUCATION AND WELFARE

Councilperson Josey reported that she attended an Administrative and Community Leadership Conference on July 15. She said the session consisted of the Superintendent, principles, Sheriff, Chief of Police, ministers and community leaders and activists.  She said the primary focus was brainstorming on how to better reach and help the children.

She stated that Dr. J. R. Green, a native of Elliott, and the Superintendent of Education in Fairfield County, shared with the group on what is working in Fairfield County and talked about developing a comprehensive plan so that agencies and the community can take an active role to reach out to the parents and students. She said they also looked at the Sugar Hill, Back Street, and Back Swamp areas of the county to get a better feel for the needs of these communities.

Councilperson Josey attended the Ribbon Cutting on Friday, July 22 for the Farm and Garden Market. She said its purpose was to bring fresh vegetables and other products to the community, which is produced by local gardeners.

She also attended the Association of Counties conference, along with Councilperson Caughman and Arlene Samuels. She and Ms. Samuels graduated from Level 2 classes.

She mentioned that Vivian Fleming McGhaney of Sumter County, was on the panel in the “Current Issues Facing County Government” session which referenced “Engines of Economic Growth”. She spoke on economic development, which included Lee County partnering with Sumter County as the LINK to bring industry to the counties.

Also, she mentioned that a member of the General Assembly spoke about Air Med transportation cost, which can be as much as $50,000, and the average person can’t pay, even with insurance. He spoke about the possibility of the counties possibly carrying insurance to help offset some of the costs.

Councilperson Josey also attended a session that had to do with FEMA and said they want the counties to pay a deductible before receiving monies for a distractor.

Also, the SC Commission on Disabilities and Special Needs awarded “Golden Palmetto Award “to Lee County, for consistently supporting the agency.

She said The Honorable Henry McMaster, SC Lt. Governor, was the key note speaker at the General Session of the Conference.

Councilman Beasley said that his committee had no meetings.

He said he did attend a fundraiser at Country Boys store, in which all sales for that day went to support the Fire Department.

  1. BUILDINGS, LAND & PROPERTY

Vice-Chairman not here. Mr. Watkins said there is a committee meeting to follow this meeting.

Mr. Watkins reported that the work on the windows on the third floor has been completed and we are working on refurbishment of first and second floor windows.

Chairman Windham spoke as to the hours of the court room. He said the court room will open at 9:00 a.m. He said he understood there was some problems with the door being locked.  He said there has been vandalism in the past and that’s the reason for keeping the doors locked to the court room.

  1. PUBLIC SAFETY

Councilperson Caughman also attended the fundraiser BBQ at the Country Boys store and said they raised over $1600 for the Fire Department. She also mentioned that she took some great courses and learned a lot at the Association of Counties conference.

  1. RECREATION AND PUBLIC RELATIONS

Councilman Addison not here.

Thaddeus Dickey said that all splash pads are up operational and football registration is open.

Councilperson Josey said people in Lynchburg are enjoying splash pads.

Mr. Watkins said that Sonoco has discontinued their plastics recycling. He said that we have found a place in Columbia that takes plastics and Public Works will have trailers at the sites to take plastics.  He mentioned that recycling programs have been discontinued in many counties.  He said that as long as we have a facility that will take them, we will continue to accept plastics.

PUBLIC COMMENT

Bobbi Adams voiced some concerns about the possible firing range and she would object to different types of weapons being used.

Carrie Gass – asked about how the fire department extraction is billed to insurance companies and is that charge passed to the consumer. Chairman Windham said that it is a part of the insurance policy and it costs nothing extra to the customer.

 Chairman Windham called the meeting to order and welcomed everyone. Councilman Addison gave the invocation.

KEITH BAILEY, OF PEE DEE MATH, SCIENCE AND TECHNOLOGY ACADEMY, WILL GIVE A PRESENTATION

 Mr. Bailey gave a presentation about the school and said the school was slated for 160 students for the upcoming year.

He also addressed Docs Drive, the road that the school is located on, about the possibility of having it paved. He said the County had put gravel on it before because it was not feasible financially for the County to pave it.  However, now, the gravel has worn and it needs to be paved.

Mr. Bailey said he spoke to Tom Drayton, and he verbally agreed to release funding for paving of the road. He also spoke to Councilman Fountain, who suggested that he bring before the Council.

Chairman Windham said that the Council would be willing to work with him and he was referring this matter to the Planning, Taxes & Personnel Committee to address specs and drainage issues. Mr. Watkins said he would talk to Wayne Keeys, of SCDOT, about a comprehensive approach to drainage as well as paving.

REQUEST FOR MOTION ON FIRST READING APPROVAL OF ORDINANCE

 AUTHORIZING A BALLOT QUESTION IN THE NOVEMBER 8 GENERAL ELECTION ON SUNDAY SALE OF ALCOHOL IN LEE COUNTY

Mr. Watkins said the Chairman received a letter from the Chamber inquiring about Lee County being able to sell alcohol on Sunday. He said other counties have done this or in the process of doing it.

He said the ballot question could be worded in three different ways to include restaurants selling by the pour, or just sale of beer and wine by grocery stores and convenience stores, or encompassing both restaurants, convenience stores and grocery stores.

Mr. Watkins said this could only be done every two years when there is a general election. He said this would authorize the voters to vote to see if they want to approve sale of alcohol on Sundays.

Vice-Chairman Eckley asked if the City has an ordinance dealing with this. Mr. Watkins said the Cities can have their own ballot question or they can adhere to whatever the result of this ballot is.  He said this would apply to the City of Bishopville and Lynchburg.  He also said that he spoke to Gregg McCutchen, and there is no opposition to the referendum.

Councilman Beasley said this is not saying we are voting in favor of it. He said we are giving the citizens the chance to vote.

Councilman Addison said that he shared the opinion of Councilman Beasley and that he was not voting for the people.

Councilperson Josey and Caughman shared the same opinion.

Councilman Beasley made the motion to approve for first reading. Councilperson Josey seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON SECOND READING APPROVAL OF ORDINANCE

Mr. Watkins said this was extraction equipment that is used at accident scenes with the Fire Department. He said the County would use the money that is generated from third party insurance companies to pay for this.  He said the monies generated would be between $10,000-12,000 but said that the County felt that it would generate more to cover this expense.  Mr. Watkins said the total cost would be $22,218.93 over three year period.

Councilperson Caughman made the motion to approve for second reading. Councilperson Josey seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

LEASE PURCHASE FINANCING FOR MOTOROLA RADIOS FOR SHERIFFS OFFICE

Mr. Watkins said this was for 20 radios to replace the radios that was purchased by the Sheriff’s Office after 9/11. He said that Motorola is discontinuing software for that radio, so the County is having to replace them.  He said that the cost will be $76,815.69 and would be a lease purchase through Motorola.  He said that all 800 radios will be compliant and the new ones should be operational by late fall.

Councilman Beasley made the motion to approve for second reading. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

  1. RENEWAL OF LEASE BETWEEN LEE COUNTY AND SANTEE WATEREE COMMUNITY MENTAL HEALTH CENTER

Mr. Watkins said that Mental Health has been leasing the building behind the old hospital since 2010. He said the County has waived the rent of this building since then because they were unable to pay rent and would be forced to close their offices.  He said the County would continue to waive the rent to ensure the offices will remain open.

Councilperson Josey made the motion to approve for second reading. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

PUBLIC HEARING

 AUTHORIZATION OF ISSUANCE OF 2016 GENERAL OBLIGATION BOND

The Public Hearing was opened at 9:30 a.m. on a motion made by Councilperson Josey, seconded by Councilman Addison.

Mr. Watkins said that he had several requests for capital items, such as ambulances and the refurbishing of the courthouse windows. He said that the Council felt that the issuance of a General Obligation Bond would address those capital needs.  He said the County would be working toward a process of issuing bonds to replace equipment that has a short life span, and this would become a systematic replacement schedule.

Mr. Watkins said the debt service millage continues to pay on 2014 bond, and another bond of $900,000 would be issued in two years, with roughly $1,000,000 in capital expenditures. The County would be able to stay within its borrowing capacity with no tax increase.

The items this bond would be used to purchase would be two ambulances, six sheriff’s cars, courthouse windows, compactors, and roll off containers.

PUBLIC COMMENTS:

Councilman Beasley, as a member of Ways and Means, said this would be no tax increase for the citizens of Lee County.

Councilperson Caughman said she was thankful to be doing this for public safety.

Mr. Watkins said two years ago, the County had to replace a large number of radios in the Fire Department. He said the radios being replaced are in the Sheriff’s Office and not part of the replacement of the radios from two years ago. He said they were narrow banding radios, which limits the frequency of radio.  He said that Motorola is no longer providing software to these units, and of March, 2017, they will be obsolete.  Mr. Watkins said we are replacing 20 radios, with a three lease agreement.  After this transaction, the radios will be in compliance with everything required.

Mr. Watkins said that the County has to renew the lease every year on the building. He said that several years ago, the County was asked if they could waive the rental fee of $25,000 a year to help them because they were in danger of having to close their offices.  The county agreed to waive the rental fee and have been doing so for several years.

Councilman Beasley made the motion to approve for first reading approval of ordinance. Councilman Fountain seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

Chairman Windham said that Representative Brown got funds approved to do some work on this building.

Councilman Beasley asked Larry Blanding to relay some information to the fact that state officials that the Local Government Fund was cut and asked that his superiors request funding to make up that difference. Mr. Blanding said he would relay that information.

Dwayne Huggins said the Fire Department had completed the smoke detector incentive. He also said they were still having a problem with signs being down.

He also commented that he wanted the Council and Mr. Watkins to look into a demolition grant that would address the run down properties in the county.

Councilman Addison said that the Quality of Life transportation sign is being installed.

Councilman Addison said that water in ditches in the county continues to be a problem. Mr. Watkins said that he has applied through FEMA on the ditches.

Chairman Windham said that Kyle Kelly had approached the City Council about a demolition grant that would be no match and the City of Bishopville did not apply. He said that Camden and Sumter applied and got 100% of the money.

  1. ADMINISTRATOR’S REPORT

Mr. Watkins said that he attended a meeting in Columbia, and the state was applying for federal funding for flooding issues in the amount of $96 million only for repairs of private homes and would be divided among 22 counties. He said the meeting was put on by the SC Flood Recovery Office.

He said if you had a need, you would need to dial 211 or go online and register your property for funding to put in for repairs for damage. He said this was mainly for disabled and 65 years of age or low to moderate income.

Councilman Addison recognized Thaddeus Dickey to give a report. Mr. Dickey said they just finished baseball and excelled in all sports.  He said Coke sponsored a football camp, with 85-90 kids in attendance.

Mr. Dickey said all splash pads are working.

PUBLIC COMMENTS

Bobbi Adams – she complimented two county agencies…EMS and the Farmers Market. She thanked Councilperson Caughman and George Roberts for overseeing.

Robert Brown asked who is in charge of Grammar School Park. Mr. Watkins answered City of Bishopville.

Debbie Tindal asked about the splash pad hours.

Mr. James Felix thanked Council for their support of the Magnolia Festival and said it was a success.

Thaddeus Dickey reminded everyone that Chappell Park and Bishopville High gym were available for walking.

  3. Phase 2 – Refurbishing of Courthouse Windows – $100,000

Mr. Watkins said there was no increase of debt service millage. He said it equaled to 17 mills.

Mr. Watkins said the budget for Lee County Budget FY 17 was $12,061,039.26, without a tax increase. He said there had been no change since the second reading and public hearing.  He said the budget included a 2% cost of living raise for employees and also $20,000 for Central Carolina.

Councilman Beasley made the motion to approve for third and final reading. Councilperson Josey seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

  1. LEE COUNTY SCHOOL BUDGET FY 17

Mr. Watkins said the current millage for the school budget was 137.9 mills. He said that with the increase of .17 mills, the budget was approved at 138.07 mills for the school district.

Mr. Watkins said the reason for approving the millage is county and schools are projecting different collection rates which will potentially produce different funding levels.

He said the millage rate is the only thing that Council can control.

Councilperson Josey made the motion to approve for third and final reading. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

Mr. Watkins said that approximately $166 million was approved for flood relief in South Carolina. He said anyone who has claim should attend meeting that is taking place on Monday.

 LEE COUNTY BUDGET FY 2017

The public hearing opened at 6:35 on a motion made by Councilman Addison, seconded by Councilperson Caughman. Chairman Windham called for the vote, and motion carried.  All voted in favor.

Mr. Watkins said that the total budget requests submitted was $12,728,855.77, and the total projected revenue was $11,651,787.16, which left a deficit of $1,077,068.61.

After the Ways and Means Committee met, they worked on making some revisions to obtain a balanced budget.

Some major adjustments in expenses from the initial budget requests were included in the attachment to these minutes. See Attachment.

The total proposed budget FY 17 was $12,061,039.26, which is a balanced budget without a tax increase.

Chairman Windham thanked the Ways and Means Committee for their hard work on the budget.

Public Comments:

Frank Millican – asked several questions and submitted in writing and Mr. Watkins said they would be answered in writing and given back to him.

Mr. Millican also asked if the County was going to have a millage increase for General Obligation Bond. Mr. Watkins said there would be no millage increase for the bond.  He said the 2012 bond is being paid off this year and the millage from that bond will be applied to 2016 bond.

Mr. Ray Alexander asked if there would be tax increase and Mr. Watkins responded no.

The public hearing closed at 6:53 p.m. on a motion made by Councilperson Josey, seconded by Vice-Chairman Eckley. Chairman Windham called for the vote, and motion carried.  All voted in favor.

  1. LEE COUNTY SCHOOL BUDGET FY 17

The public hearing opened at 6:54 p.m. on a motion made by Vice-Chairman Eckley, seconded by Councilman Beasley.

Mr. Watkins said the County received a letter from the School District requesting the maximum tax increase available under state law which would take the district’s operational millage from the current 137.9 mills to a new total of 138.07 mills; an increase of .16548 mills. This increase meets the statutory limit of for millage increases in Lee County of no more than .12% more than the current millage. Mr. Watkins also pointed out the School District is projecting a higher collection rate for taxes than the county has used in past years which will potentially net the district more funding than the county’s projection for the new millage total. As the district is using a higher collection rate than the county has previously used, the county is not approving a monetary amount with regards to funding from tax millage but is instead only approving actual mills. Mr. Watkins pointed out the school district will be responsible for monitoring collections during the year and adjusting their budget on an as needed basis if the collections do not meet the monetary projections of the school district. The local funding for the district will be based upon the collection of taxes from 138.07 mills for school operations in addition to the collection of Fee-in-lieu of taxes, vehicle fees collected for school use and the penalties and interest on taxes as reflected in the school district’s projected numbers for these sources; again all funds collected from these sources will be forwarded to the district as received by the Treasurer’s Office.

Public Comments:

Councilman Beasley said that the state has shorted the schools just like it has shorted the counties.

Lyde Graham said the student count went up a little from last year, and it should be $2900 per student. He said the district is being shorted.

Dr. Andrews said with that reduction, there is an increase to per pupil, based on lottery funds. She said that $150,000 was taken from district in reduction in per student cost.   She said every year the district has an increase for fringe and benefits for teachers.  She said they are in good

shape financially and will not be laying off any teachers. Dr. Andrews said she has 13 vacancies to fill and no one has lost their job and there has been no increase in class size.

Mr. Watkins said that the County was able to remove a number of budget requests. He said the County would like to issue a bond for $600,000 to purchase two ambulances, six sheriff’s vehicles, refurbish courthouse windows, and repair to compactor and containers.  He said this will get us to 2018.  Mr. Watkins said then the County would get on a systematic replacement of equipment and vehicles every two years.  He said the bond cap is approximately $2.8 million and said the county will be well within their borrowing capacity.

APPOINTMENT OF DON BOWEN AND FRITZ SMITH TO THE LEE COUNTY BOARD OF ZONING APPEALS

Mr. Watkins said this a five member board who serve at large. He said currently there are three board members, with two vacancies.  He said this board hears appeals from property owners who do not agree with the decision of Planning and Zoning Director.  They also hear special exception cases.

Chairman Windham wrote letter to Council advising of other names but no responses were given.

Councilman Beasley made the motion to approve Don Bowen and Fritz Smith to the Lee County Board of Zoning Appeals. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

COMMITTEE REPORTS

  1. HEALTH, EDUCATION AND WELFARE

Councilperson Josey said she was glad to have the school board members present at the meeting. Chairman Sanya Moses said she was thankful to the council for their support.

Dr. Andrews gave a brief update on the summer activities for the school district and said they were preparing for next school year.

Councilman Beasley said they had no meetings. He said he was glad to be able to present a budget without a tax increase and was glad to be able to do something for the employees.

  1. BUILDINGS, LAND & PROPERTY

Vice-Chairman Eckley said that on June 25, they will start installing the windows on the courthouse.

  1. PUBLIC SAFETY

Councilperson Caughman said she heard some great things on the Fire Expo that was held recently.   She said she attended a Council on Aging banquet, and she had a great time, with good food and a great speaker.

  1. RECREATION AND PUBLIC RELATIONS

Councilman Addison said that Mr. Dickey was not present and asked Mr. Watkins to give an update to Council.

Mr. Watkins said that the PARD projects have been completed. He said this included four picnic sheds, basketball courts at Green Acres, Turkey Creek, Elliott, and Churchwood parks.

Mr.Watkins also said that next week, the Rec Department would be having a football camp, which was sponsored by Coke.

Councilman Addison said that all parks belong to all people, whether you live in the city or the county. He said people should enjoy the splash pads.

Frank Millican – asked Mr. Watkins was the school budget being approved on millage or actual budget numbers. Mr. Watkins said it was being approved on millage.  Mr. Millican said that state law said you had to approve budget and how can the school approve just millage.

Sylvia Scott asked who else was on the Lee County Board of Zoning Appeals. She also said she had some questions about the Elliott Picnic shelter and some dirt that was placed in the wrong spot.

Carrie Gass – updated everyone on the Salkahatchie project that was going to be held from June 26 – July 2. She said she was unsure of the houses they would be working on.

Carrie Gass mentioned the Dennis CDC Centennial on June 18 at Dennis Park

AD Jordan, of Senator Tim Scott’s office, mentioned there was a new bill being proposed regarding the Opportunity Investment Act.

He said that the budget contains a cost of living adjustment of 2% for all employees, plus a 1% Christmas bonus.

Dr. Andrews said that everything was included in the letter that was submitted to Mr. Watkins. She said that their budget did include a 4% increase to teachers, in which the legislature would provide 1% and the remaining 3% would be left up to the district to provide.

Mr. Watkins said he received the letter for the record and said that the school district was requesting that the County use the same figures as last year as a starting point with an added maximum millage rate increase of 0.12%, which would increase the operational millage to 138.06548 mills.

Councilman Beasley made the motion to approve for first reading approval. Councilperson Josey seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

Mr. Watkins said this agreement had to be done on an annual basis and was a memorandum of agreement between jurisdictions.

MR GEORGE GENERAL, SITE ADMINISTRATOR, FOR CARESOUTH, WILL UPDATE COUNCIL ON THE FACILITIES AND IMPROVEMENTS MADE TO THE LEE COUNTY SITE

Mr. General was not able to come, but Ms. Karen Montoya was present and gave an update to Council on the Bishopville location and said that a pharmacy would be opening for the community to use and would have a convenient drive through window. She thanked the Council for their past support.

She introduced Jennifer Byrd, who coordinates projects for the Bishopville office.

SANTEE WATEREE RTA TRANSPORTATION WILL UPDATE COUNCIL ON THE PROGRESS OF THE PUBLIC TRANSPORTATION INTIAITVE IN LEE COUNTY

Ms. Lottie Jones expressed her heartfelt thanks to the Council for their past support and said they had purchased three buses. She said that renovations were complete in the office area and that public transportation had begun in Lee County. She said that purchase orders had

been issued to purchase shelters for the buses. She said the cost for the shelters was $203,796, of which $169,151 was federal money, and the remaining $34,644 was local share.  She said the renovations were $99, 0000, of which $75,000 was federal money and the remaining $24,000 was local share.  She said that 524 bus trips had been made since March.

She said they have the bus stops signs and the encroachment permits have been received.   She said the ridership should increase with the signs in place.

Chairman Windham said the office space was very impressive. Councilman Addison said he was glad they had reached this point with transportation.

APPOINTMENT OF DOT SMITH TO THE LEE COUNTY ARCHIVES BOARD

Mr. Watkins said that Robin Brunson had resigned, due to a family loss, and Mrs. Dot Smith would be filling the unexpired term of Mrs. Brunson.

REAPPOINTMENT OF MRS. MARY CALDWELL AND MRS. DOROTHY MCFADDEN TO THE LEE COUNTY DISABILITIES AND SPECIAL NEEDS BOARD FOR ANOTHER FOUR YEAR TERM

Vice-Chairman Eckley made the motion to approve Mrs. Mary Caldwell and Mrs. Dorothy McFadden to the Lee County Disabilities and Special Needs Board for another four year term. Councilman Addison seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

COMMITTEE REPORTS

  1. HEALTH, EDUCATION AND WELFARE

Councilperson Josey recognized Dr. Andrews for comments. Dr. Andrews said they were closing out school year and planning for next year.  She said that the summer camps would be open again this year.

Councilperson Josey said she met with Ruby Gibbs on April 21 in reference to the garden program and recognized Ms. Gibbs for comments.

Mrs. Gibbs said she was very appreciative for the support of the Council on this project. She said that fresh vegetables from local farmers will be set up in the indoor flea market on corner of S. Lee and Church Streets.  She said that 12 farmers have agreed to participate.

Councilperson Josey said DSS had a ceremony in April recognizing Child Abuse Prevention Month, but she was unable to go due to a scheduled meeting. She recognized Councilperson Caughman, who attended, to give an update.  Councilperson Caughman said it was a wonderful meeting, and they showed a very touching video to hopefully make people more aware of our children in these situations.

Councilperson Josey recognized Andre Laws, the new mayor of Lynchburg. He said that the Magnolia Festival was a success and that Lynchburg would be working together to make it a better place to live.

Councilperson Josey said that the health fair that was held in Lynchburg was very good.

Chairman Windham added that he also attended the DSS ceremony and said that it was a very moving experience to watch the video.

  1. PLANNING, TAXES & PERSONNEL

Councilman Beasley said that his committee did not have any meetings. He did say, however, that it appeared that the counties may be getting a little more money from the Local Government Fund, but nothing was final.  He said that it was a possibility that the county could receive an additional $70,000.

  1. BUILDINGS, LAND & PROPERTY

Vice-Chairman Eckley said the T hangers were completed and that a walk through inspection was scheduled today at 1:00 p.m. at the airport.

He said the Animal Shelter should be complete in about 30 days.

He also reported that the windows for the third floor have been ordered.

  1. PUBLIC SAFETY

Councilperson Caughman reported that on May 14, the Fire Department will host an Expo downtown from 10:00 – 4:30. She said they were hosting this to try and encourage young people to get involved in becoming fire fighters.    She also said that the Fire Department was installing smoke detectors in  homes and said they had already installed 250 or more so far.

Sheriff Danny Simon said he attended a meeting on April 21, in which sheriffs around the state pledged to fight Criminal Domestic Violence.

He also reported that on May 4, he attended a ceremony in which Robert Lee Nesbitt and Liston Truesdale, former sheriffs, were inducted into the SC Criminal Hall of Fame.

Major Simon was present to give an update on the Sumter Lee Jail and said they were looking to make structure improvements.

  1. RECREATION AND PUBLIC RELATIONS

Councilman Addison said that Thaddeus Dickey was not present to give a report.

Mr. Watkins gave an update on the PARD projects and said that basketball courts have been resurfaced at Ashwood and both courts have been resurfaced in Churchwood and picnic shelters have also been constructed.

He also noted that the Relay for Life activities would be this Friday night.

Mr. Watkins also said that there was a four day youth camp in June, and anyone interested would need to contact Recreation Department.

Councilman Addison thanked Ms. Lottie Jones and CareSouth for being there to give a report.

Councilman Addison said that when new district lines were drawn, he kept the same area because he wanted to clean up some areas and dilapidated houses. He said there should be some type of grant to help improve the quality of life and to help clean up some areas.

Councilman Fountain said that his committee is working to get the budget balanced.

  1. ADMINISTRATOR’S REPORT

Mr. Watkins said that he has some tickets to the Council on Aging banquet if any of the Council wanted to go. He also reported that Steven Atkinson, director of Public Works, had resigned and currently, he has two supervisors who are dividing duties at the present time.

PUBLIC COMMENT

Frank Millican – asked if Parks and Recreation going to provide programs for our youth for the summer and said they need to provide programs for indigent people.

Carrie Gass said the Salkahatchie program would be here the last week of June and thanked Council for their support.

She also commented that nothing is ever done with the information that is received from the needs assessments from the public hearings that Santee Lynches has.

PUBLIC HEARING

 REVISION OF FLOOD PLAIN ORDINANCE STIPULATING A 3 FOOT RULE FOR NEW CONSTRUCTION OF SUBSTANTIAL IMPROVEMENTS IN UNNUMBERED A ZONES

The public hearing opened at 9:30 a.m. on a motion made by Vice-Chairman Eckley, seconded by Councilman Addison.

Mr. Watkins said the Planning Commission had received a request to do a revision to the Flood Plain Ordinance. He said the maps were created by the Federal Government and are managed by us.

He referenced the unnumbered A zones and said you are required to get a Base Flood Elevation number before you can build a house and basically a person has to hire an engineer to obtain this information.

He said now you can use the three foot rule in which you have to build three feet above the surface. Mr. Watkins said that you cannot use this rule if you require financing because banks still require an elevation certificate.   He said this is the exception to the requirement but will only benefit those who are not required to use public financing.

He said that we will require a disclaimer letter outlining the three foot rule.

He said the best way to deal with unnumbered A zone is to identify the base elevation number.

Councilman Addison asked does this have to do with a mobile home. Mr. Watkins said that it does have to be elevated three feet off the ground.  Councilman Addison said this could be a good thing and will eliminate a lot of problems.

Henry Carter asked how many flood zones are in Lee County. Mr. Watkins said there are maps you can look at areas along Lynches River and Black River.

Ray Alexander asked what to do if you are building, and Mr. Watkins said it has to be built three feet above ground and the bottom board has to be three feet above the ground.

Robert Brown asked if this applied to wet lands. Mr. Watkins answered only if you are in a flood zone.

The public hearing closed at 9:46 on a motion made by Councilman Addison, seconded by Vice-Chairman Eckley. Chairman Windham called for the vote, and motion carried.  All voted in favor.

COUNCIL AUTHORIZATION FOR RURAL INFRASTRUCTURE GRANT TO INCREASE SEWER CAPACITY FOR THE I-2O PARK

Vice-Chairman Eckley introduced Kip Dillahay, of The Link, Kyle Kelly, of The COG, Pat Burke, of Alliance Engineers.

Mr. Dillahay said they were trying to increase the sewer supply for the I-20 Industrial Park. He said that grants were a way to provide funding up to $500,000 to increase the sewer capacity.  He said the current capacity for the park was 80,000 gallons a day.

He said that he was in the process of doing grant application of $440,000 to upgrade the pumping station and of that, the county is responsible for the match of $77,400, which is on the high end and would take care of things like design and architectural. He said, concurrently, the City is going to do a grant for wastewater and water lines.

Kyle Kelly said that improvements are needed to the pump station and this could be done through a RIF grant.

He said the City of Bishopville has a deficiency in the trunk lines at the wastewater treatment plant. He said the City will work on phase 1 of three phases with a CDBG grant of $700,000, with a match of $119,000 in phase 1.

Chairman Windham asked about the County’s match, and Mr. Watkins said the anticipated maximum amount would be $77,000, and possibly less, depending on the project.

Mr. Watkins said our current sewer capacity is 80,000 gallons a day, and this grant would allow for increase to 340,000 gallon capacity.

Chairman Windham said this was a great opportunity to work with City of Bishopville.

Mr. Dillahay said these improvements need to be done in order to get prospects and jobs for Lee County.

Pat Burke, with Alliance Engineers, said the water and sewer capacity needed to be upgraded.

Chairman Windham said the grant application has to be done and in by March 14, 2016.

Vice-Chairman Eckley made the motion to authorize to proceed with Rural Infrastructure Grant to increase sewer capacity for the I-20 Park. Councilperson Caughman seconded the motion. Chairman Windham called for the vote, and motion carried.  All voted in favor.

MEMORANDUM OF AGREEMENT WITH LEE COUNTY SHERIFF’S DEPARTMENT

Mr. Watkins said this basically was updating the Memorandum of Agreement which allows the Sheriff to enter into agreement with other counties so they can operate in other jurisdictions.

Councilman Beasley made the motion to approve the Memorandum of Agreement with Lee County Sheriff’s Department. Vice-Chairman Eckley seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

Vice-Chairman Eckley said that framing is complete at the Animal Shelter and the electrical is complete. He said the Animal Shelter should be complete in 45-60 days.

He also said that grading is being done for the eight T hangers at the airport.

Vice-Chairman Eckley said that the old Bishopville High School is being demolished. He said he has had lots of calls about the bricks.  He said the County has no control of things being removed. He said if you want something, you would need to go through the contractor.

Chairman Windham said the hours at the Animal Shelter would be extended once it is complete and open.

  1. PUBLIC SAFETY

Councilperson Caughman said her committee did not meet but everyone was working hard.

Mr. Watkins said that Tim DuBose was honored at EMS Director of the Year at the EMS Symposium recently. He said that Rose Blackwell, an EMT with Lee County EMS, wrote the nomination and was present to read what was submitted.  Councilperson Caughman congratulated Tim on his achievement.

Tim said that EMS responded to 4700 calls for 2015 and they were $15,000 above revenue from this time last year. He said that Lee County has the best EMS coverage they ever had.

Councilman Fountain asked how many hours are required for EMS workers. Tim said that 200 hours are required for Basic, 240 hours for advanced, and 1300 hours with ride time for Paramedics.

  1. RECREATION AND PUBLIC RELATIONS

Thaddeus Dickey not here. Mr. Watkins said Mr. Dickey was helping set up the Job Fair that is taking place from 9-1 on Wednesday.  He said they should have over 30 industries and state and county agencies on site.

Councilman Addison said that the County has done a lot of improvements to Recreation Department and encouraged people to visit our parks and utilize them.

He said that Transportation Committee will be coming before Council next month. He also commented that ridership is improving with 90 riders in February.  He said they are waiting on the written application from SCDOT regarding the bus stops.

Chairman Windham said that $2.6 million in grant and other monies have been spent on recreation in the last 10 years.

Chairman Windham also commented that we have a very nice EMS facility and it also houses a fire truck, which cut insurance premiums in the Wisacky area.

Councilman Fountain said that it was time to start working on the new budget and would be meeting with Department Heads and Elected Officials and outside agencies soon.

  1. ADMINISTRATOR’S REPORT

Mr. Watkins said that he, Dwayne, Mike and Brandon met with FEMA to discuss the money available at the state level. He said that the County had submitted a grant application for engineering study and additional phase for reducing problems.  He said this was a 9 month grant process.  He did report that Mt. Moriah Road had opened back Saturday but Jeff Davis Road was still closed.  He said that Lynchburg roads were still bad, but it was still too wet to work on.

Chairman Windham said that the county still maintains 120 miles of dirt roads.

Councilperson Caughman asked about Louie Hancock Road. Mr. Watkins said that this road was approved by  FEMA, with a projected cost of repair of $55,000 but was deferred to the spring time.

PUBLIC COMMENT

Carrie Gass – she was pleading and asked that Council consider Harlem Blue Pond drainage problems when addressing these issues.

Henry Carter – asked who is in charge of City/County Building. Chairman Windham said that it is jointly owned by City and County.  Mr. Carter said that housekeeping needs to be addressed.

Alfred Bradley – lives in the Wisacky area and said that mosquitoes have started. He wanted to know if we had considered spraying Bradley and Lucky Roads.

Mr. Watkins said that the County has to administer the Flood Plain that is determined by FEMA. He said that other counties have adopted this rule, and Lee County pattered its language and revision by Georgetown County.  He said that if there is no data, you may use the 3 foot rule, which would elevate your property 3 feet off the surrounding grade.  He said that you could do this if you did not need public financing.   Mr. Watkins said that the lowest foot board must be three feet off the ground.

Chairman Windham said there would be a disclaimer that articulates the limitations and this would be attached to the permit.

Councilman Beasley said that the county needs to stay on Senator Scott in reference to this matter. Mr. Watkins said that the Army Corp of Engineers sent an email regarding Back Swamp area and received approval to move forward.

REAPPOINTMENT OF JIM TALLON TO THE LEE COUNTY PLANNING COMMISSION

Chairman Windham said that there was a typographical error on last month’s agenda in reference to Jim Tallon’s appointment and this was a correction.

Councilperson Josey made the motion to approve the reappointment of Jim Tallon to the Lee County Planning Commission. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

AWARD OF BID FOR WINDOW REPLACEMENT FOR COURTHOUSE

Mr. Watkins said that he met with architect and they had looked at various options. He said that they decided to replace some windows and refurbish others and this would be done in phases.  Mr. Watkins said the third floor had the most damage.  He said the County had retained Jim Stewart to put out for bid. He said they would replace the wood with metal exterior and wooden interior.

Councilperson Josey asked if you had to replace the gas in the windows. Mr. Watkins said that you did not, to his understanding.

He said that the bid was advertised to the public. Three companies came to the prebid meeting and one company submitted a bid from Shanadoah Restorations out of Irmo for $42,803. He said they have worked on many historical buildings.   He said it would take 6-8 weeks for delivery and said they would come in take out and reinstall the windows.

Councilperson Caughman asked if the windows are guaranteed in regards to the gas. Mr. Watkins said this feature was guaranteed with the windows.

Councilperson Josey made the motion to approve the bid for window replacement for the courthouse. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

APPROVAL OF PARD PROJECT APPLICATION FOR FUNDING

Mr. Watkins said that the Recreation and Public Relations Committee meet on Tuesday and said there were actually two pots of PARD money that were discussed.

He said the normal allocation is $22,000-25,000 per year in which you have three years to use. He said the total PARD funding available is $66,000, and $22,627 will expire in May.

Mr. Watkins’s recommendation is to do two applications for two projects, and he said these must be signed off on by Representative Brown and one senator before it’s sent to Columbia.

Mr. Watkins said the first project recommended by the Recreation and Public Relations Committee is to resurface Ashwood and Churchwood outdoor basketball courts and install new basketball goals, construct a new picnic shed at Churchwood Basketball Court and upgrade the existing playground equipment at Ashwood.

He said the second project is to repair the lighting at the Old Bishopville High Football Field and install fencing at various parks (Green Acres and splash pad areas) and shed at Green Acres.

Mr. Watkins said that $2.5 million has been spent over the last ten years.

Councilperson Josey made the motion to approve the PARD project application for funding. Councilman Fountain seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

RECOGNITION OF ROBERT E. LEE FOOTBALL TEAM

 Chairman Windham recognized David Rankin, as Robert E. Lee Academy’s football coach, and also called out each football player’s name in recognition of their achievement of winning the state championship. They each received a Certificate of Appreciation from the County.

David Rankin thanked the County Council for their support of the football team and said that it had been a great year. He applauded the football team for their hard work.

REAPPOINTMENT OF JIM TALLON TO THE LEE COUNTY BOARD OF ZONING APPEALS

 Councilperson Josey made the motion to approve the reappointment of Jim Tallon to the Lee County Board of Zoning Appeals for another four year term. Councilman Fountain seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR FIRST READING APPROVAL OF ORDINANCE

 REVISION OF FLOOD PLAIN ORDINANCE

Mr. Watkins said that the Lee County Planning Commission met last night. He said that the flood plain was causing issues for people wanting to build homes.

He said that if you want to build in flood plain areas, the base flood elevation is stricter. You have to have the number of feet a river gets in order to get a loan to purchase a home.

The revision to the flood plain ordinance is adopting the three foot rule in which you do not have to have the BFE number. You can build and raise three feet on your lot.  This exception will only apply for permits not involving public financing.

Chairman Windham said this is going to give a lot of relief to people in Lynchburg and Back Swamp.

Councilperson Josey made the motion to approve for first reading. Councilman Fountain seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

AWARD OF BID FOR DEMOLITION OF OLD BISHOPVILLE HIGH SCHOOL

Mr. Watkins said the County had plans to demolish the old Bishopville High School. He said there was a prebid date of January 22 in which the criteria of the job was discussed.

Mr. Watkins said that he received 15 bids and the lowest bid was $60,000, from Flippen Contractors.

Mr. Watkins said that Flippen Contractors had done some work for Town of Cheraw and Mr. Watkins said he talked to them and received good reviews from them on Flippen Contractors.

Councilman Fountain made motion to approve to accept the lowest bid of $60,000 from Flippen Contractors to demo the old Bishopville High School. Councilman Beasley seconded the motion.  Chairman Windham called for the vote, and motion carried.

COMMITTEE REPORTS

  1. HEALTH, EDUCATION & WELFARE

Councilperson Josey recognized Dr. Andrews to give a report for the schools.

Dr. Andrews thanked the Council for having her and giving her the opportunity to update Council. She introduced Lide Graham as the district’s new finance director.  She also briefed Council on various things happening the school district.  Dr. Andrews recognized Queenie Boyd and Jessie Belvin as being present in the meeting.

Councilperson Josey said that SC Works with Santee Lynches will be the host of the Lee County Job Fair on March 9 from 9:00 a.m. to 1:00 p.m.

She also said she attended the Martin Luther King breakfast and said it was a huge success and honoree was Bettye Scott.

She also reported that Lee County has partnered with Central Carolina to offer free tuition to graduating students of 2016, 2017, 2018 and 2019.

  1. PLANNING, TAXES & PERSONNEL

Councilman Beasley said that this committee did not meet. He did say that the County needs to lobby the delegation and state legislature for Local Government Fund.  He said that the County has been short of funds since 2008 and this would be the time to look at this now, since the budget process will begin soon.

Mr. Watkins said that the asbestos has been removed from the old High School. He also said that the roof and steel has been completed at the Animal Shelter.

  1. ADMINISTRATOR’S REPORT

Mr. Watkins said that he had been asked to attend a meeting regarding a Promise Zone, which is a designation set by the Federal Government, in which five counties have been selected to participate, and Lee County was one of them. He said this designation would help promote growth by making Lee County more eligible for grants through Federal government.

OPEN MEETING, INVOCATION AND PLEDGE OF ALLEGIANCE

 Chairman Windham called the meeting to order and welcomed everyone. Vice-Chairman Eckley gave the invocation and led the Pledge of Allegiance to the Flag.

Chairman Windham said that Councilman Fountain was out of town and Councilman Addison was also out of town.

REQUEST FOR MOTION ON SECOND READING APPROVAL OF ORDINANCE

 MEMORANDUM OF AGREEMENT WITH LEE COUNTY SHERIFF’S DEPARTMENT

Mr. Watkins said that this is basically a renewal of document that we do every year that is required by the State law. It states that if they enter into a certain jurisdiction, the County has to approve.  He said that we have to renew but there is proposed legislature in the process of being passed, so the County may not have to do every year.  Mr. Watkins said this is no cost to the County.

Vice-Chairman Eckley made the motion to approve the Memorandum of Agreement for second reading approval and authorized the Administrator and Sheriff to sign. Councilperson Josey seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

REPRESENTATIVES FROM SC WORKS, A DIVISION OF SANTEE LYNCHES REGIONAL COG, WILL GIVE AN UPDATE ON RECENT JOB FAIR HELD IN LEE COUNTY

Dr. Michael Mikota, of Santee Lynches, said he feels that momentum is beginning to increase. He said that there is a designated spot at the library that SC Works will occupy and be able to see citizens about jobs in Lee County.

He said that the COG was working on a grant application that would upgrade sewer facility in a joint effort with the county and City of Bishopville. He said this would open up water capacity which will be a very valuable tool in economic development.

Chairman Windham said this is critical and the County has to be ready for economic development.

Michael Heishman updated the Council on the job fair that was held on March 9. He recognized Alan Watkins and Roshanda Pratt for their efforts and everyone who participated.  He said that 446 people attended and all but two people completed the paperwork involved.

Some people not registered with SC Works did not know employment services were available. He said they have Face Book and Twitter page.

COMMITTEE REPORTS

  1. HEALTH, EDUCATION & WELFARE

Councilperson Josey said that DSS had declared April 24 as Turn The Porch Light On in recognition of Child Abuse Prevention Awareness month.

She informed the Council that Lee County Fire Department installed smoke detectors for Lynchburg citizens. She also mentioned that EMS was hosting a Health Fair on April 16.  She also reported that Andre Laws was sworn in as Mayor on April 7.

PLANNING, TAXES & PERSONNEL

Councilman Beasley said that his committee met with Ruby Gibbs Williams about a Farmers Market and a grant she was pursuing for the County through USDA.

He recognizes Ms. Gibbs and she said she was working with Healthy Initiatives and trying to obtain a grant for $250,000 from USDA to establish a farmer’s market here in Lee County to provide food for our citizens in need. She said she has more than 16 people who want to participate and she has found a location for it.  She said the grant will not be approved until the fall, but the farmer’s market will be open in June with the people who said they are willing to help with it.  She said that this is agri-tourism, which is a link to Lee County.

Councilman Beasley also said that the Local Government Fund is staying the same at this time, with no increases. He said that everyone needs to keep this mind when asking for additional money during this budget period.

  1. BUILDINGS, LAND & PROPERTY

Vice-Chairman Eckley said that the windows for the third floor of the courthouse have been ordered and will take six weeks to come in.

He said that the demolition at old Bishopville High School should be completed in two more weeks.

He said the work at the Animal Shelter is on schedule.

He also commented that the T hangers at the airport should be complete in a week.

Vice-Chairman Eckley said that as chairman of The Link, increasing the water capacity is critical for economic development, in reference to the CDBG and RIF grants.

  1. PUBLIC SAFETY

No meetings this month. Councilperson Caughman said everything is going well.  She said she understands there are still some issues with signs being down, but the County has ordered new material that will hopefully better withstand the elements.

  1. RECREATION AND PUBLIC RELATIONS

Councilman Addison not here.

Thaddeus Dickey said that the Rec Department is in the middle of baseball and softball season.

He mentioned that Councilperson Caughman and John Caughman sponsored a team and he was appreciative of their support.

He said he was getting ready for Relay for Life, the Magnolia Fest, and Spring Fest.

He also mentioned that the Health Screening would be May 5 for state employees.

Mr. Dickey said that he met with Senator Malloy about the PARD money.

  1. WAYS AND MEANS

Councilman Fountain was not here.

Mr. Watkins said that the Ways and Means Committee will be meeting on April 19 and April 21 with outside agencies and department heads to hear their budget requests.

He said that the budget is $650,000 out of balance right now. He said the county’s portion of health insurance and retirement and jail fees have gone up.

Mr. Watkins said the departments have done a good job of managing their money and have been able to do this without a tax increase.

  1. ADMINISTRATOR’S REPORT

Mr. Watkins said that DSS invited Council on April 21 to a ceremony recognizing Child Abuse Prevention Month.

He said in reference to PARD money, the County has submitted two grant applications. He said the first one was Ashwood and Churchwood parks. He said the legislative delegation wanted to cut back $10,000, but said the County would still do basketball courts and picnic shelters but would not do playground equipment.  He said the second application was to do redo lights at football field but this had not been signed off on by the delegation.  He said the local match would be $8000.

PUBLIC COMMENT

Frank Millican said that if all possible, he would like to see the playground equipment replaced at Ashwood.

Ruby Gibbs Williams said that the Farm Garden Symposium is on April 21 at the Colclough Building and also said they are working with three schools.

She also invited everyone to the 5 Mile Walk a Thon on May 21 at Mary McLeod Bethune Park in honor of Dr. Mary McLeod Bethune and her legacy.

Councilman Beasley said that anybody can lobby senators Malloy and McElveen about not releasing the PARD funds. He said they have the money and they are not releasing the funds, and he said this is critical to the citizens of Lee County.  He said that Lee County needs this money.  He said the Recreation Committee met and decided this is what we need and the money was available.

Representative Brown signed off on it, but Senators Malloy and McElveen would not sign off, and all it takes is a signature.
