REGULAR COUNCIL MEETING

AUGUST 12, 2014, 5:00 P.M.

MAIN COURT ROOM – SECOND FLOOR OF THE

Members present were Travis Windham, Chairman; David Addison, member; Charles A. Beasley, member; Jackie Josey, member; Ron Fountain, member. Staff present were Alan Watkins, Administrator; Julie Atkinson, Assistant Administrator/Clerk to Council; Paul Fata. Other members present were Carrie Gass, Hannah Hickman, Frank Millican, Ennis Bryant, Sam Joye, Carl Whetsel, Willie Blyther, Gina Williamson, Henry Carter, Wendi King; Ruby Gibbs Williams, Representative Grady Brown, and Gee Atkinson.

 FOIA

 Pursuant to the Freedom of Information Act, all individuals requesting notifications were so notified.

 Chairman Windham opened the meeting and welcomed everyone. He said that Senator McElveen had planned to be there but was stuck in traffic in Charleston and Senator Malloy had a conflict. He thanked Representative Brown for being at the meeting. He said the meeting was to discuss the Voter Registration office.

 Chairman Windham said there was one member left on the Voter Registration Board. He said that Lynn Fata, the Director, had retired. He said that the County is not authorized to appoint a director.

 Mr. Watkins said that in June, the General Assembly and the Governor signed into law some legislation that counties had to combine boards or separate boards.

 He said that the assistant director, John Caughman, had taken a position as director for Kershaw County. A letter indicating the retirement of Lynn Fata was sent to Mr. Watkins and the legislative delegation on June 26, with her retirement date being effective on August 1.

Mr. Watkins also commented that October 4 would be 30 days before the election and the deadline to register to vote.

He said that as of tomorrow, the county will have set hours and someone in courthouse for information.

Mr. Watkins said the new board will have to have training and the new director will have to have training.

 Mr. Ennis Bryant said the certification of the political parties had been done on August 5.

 Representative Brown said that the County would have a seven member board by Friday and the list would be sent to Governor Haley by next Monday.

 Chairman Windham asked Mrs. Atkinson to give the election calendar to Gee Atkinson for her reference.

 The meeting ended at 5:25, and a recess followed before the next meeting began at 6:00 p.m.

 OPEN MEETING, INVOCATION AND PLEDGE OF ALLEGIANCE

 Chairman Windham welcomed everyone to the meeting and thanked them for attending.

 Councilman Addison gave the invocation and led the Pledge of Allegiance.

 REQUEST FOR MOTION ON ADOPTION OF RECOMMENDED AGENDA

 Chairman Windham said Item 6, a presentation of a plaque, should be moved to Item 3A. Councilman Beasley made the motion to approve the agenda with the change.

 Councilman Fountain seconded the motion. Chairman Windham called for the vote, and motion carried.

 REQUEST FOR MOTION ON ADOPTION OF MINUTES FROM REGULAR MEETING OF JULY 8, 2014

 Councilperson Josey made the motion to approve the minutes of July 8, 2014 as mailed. Councilman Beasley seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.

 PRESENTATION OF PLAQUE TO THE FAMILY OF HENRY WINDHAM     

 Chairman Windham and Councilperson Josey presented the plaque to the family of Henry Windham for his years of service to the Fire Department.

 MRS ELIZABETH DIXON WILL GIVE PRESENTATION OF MARY MCLEOD BETHUNE MUSEUM

 Mrs. Dixon gave presentation on the Mary McLeod Bethune Museum and referenced its founding history. She gave details on the plans that they had for the museum and how it could benefit the community.

 Chairman Windham thanked her for the presentation and referred this matter to the Buildings, Land & Property committee.

 REQUEST FOR MOTION ON ADOPTION OF SECOND READING APPROVAL OF ORDINANCE

 MEMORANDUM OF AGREEMENT FOR THE DETENTION OF JUVENILES WITH SC DEPARTMENT OF JUVENILE JUSTICE

Mr. Watkins said this was a standard agreement of Department of Juvenile Justice. He said the County would pay $50 per day per detainee, and this was just an update for their records.

Councilman Beasley made the motion to approve for second reading approval. Councilman Addison seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.

Chairman Windham recognized Johnette Caughman in the audience. He said that Councilman McCutchen completed his last radiation treatment. He told Ms. Caughman that the Council looked forward to working with her.

COMMITTEE REPORTS      

  1. HEALTH, EDUCATION AND WELFARE

Councilperson Josey said she met with Backswamp residents of Lynchburg on flood zone and was waiting on information from A. B. Jordan from Senator Tim Scott’s office.

She said she attended the SCAC conference in Hilton Head from August 1-6.

  1. PLANNING, TAXES & PERSONNEL

Councilman Beasley said that Mr. Watkins and Mr. Huggins were working on policies and procedures manual.

  1. BUILDINGS, LAND & PROPERTY

Councilman Eckley not present

  1. PUBLIC SAFETY

Mike Bedenbaugh said that Fire Department responded to 61 calls. He said that his department continued to do training .

He said the Spring Hill Fire Department Ribbon Cutting would probably be in the next two to three weeks.

  1. RECREATION AND PUBLIC RELATIONS

Councilman Addison said that he had been gone 6-8 weeks and thanked Council for the prayers and concern for his son.

Thaddeus Dickey was not present to give report. Mr. Watkins said that the community center this is being funded with penny tax money is about 50% complete. He said it should be complete within the next 60-90 days. Mr. Watkins also said the bathrooms at the different parks had been installed.

Mr. Watkins said two more fire trucks should be here in about two weeks.

Billy Tention shared his concern for Woodrow Park. Mr. Watkins said they have reviewed leases on both properties and they have expired. He said that the basketball court is next to a store that sells alcohol. He said the County may discuss another location.

Mr. Watkins further stated that county owned property or lease property is a requirement for PARD grant funds.

Councilman Addison said that he had received a letter from Representative Brown and said this could be a good thing because we need to find another location—a better location. He asked Mr. Tention for his patience.

Chairman Windham asked Recreation Committee to set up a meeting with Mr. Tention.

Councilman Beasley said he was only asking for the swings to go on the swing set and a fence. He said this would take little money. Mr. Watkins said Thaddeus had ordered swings.

  1. ADMINISTRATOR’S REPORT

Mr. Watkins said he attended the SCAC conference in Hilton Head and met with other administrators in the state.

Chairman Windham said that he wrote letter to Mayor and City Council on July 31 in reference to a joint meeting. He said this meeting would take place on August 18 at 6:00 to discuss truck situation.

PUBLIC COMMENT

Willie Blyther said the Back to School Bash held at Dennis Community Center was a big success and thanked Council for attending and their donation.

Chairman Windham thanked them for doing it.

EXECUTIVE SESSION

  1. COUNCIL WILL ENTER EXECUTIVE SESSION TO DISCUSS A POTENTIAL PROPERTY

TRANSACTION

Council entered Executive Session at 7:00 p.m. on a motion made by Councilman Fountain, seconded by Councilperson Josey.

Council came out of Executive Session at 7:25 on a motion made by Councilman Addison, seconded by Councilman Beasley. No votes were taken.

The meeting was adjourned at 7:27 p.m. on a motion made by Councilman Beasley, seconded by Councilperson Josey.
